Author: Wolfgang Seifert, Wissenschaftszentrum, Berlin

Description: East Germans are unique among the peoples of the former Soviet bloc. The collapse of Communism has not been followed by a need to create democratic institutions and a market economy from scratch; instead, East Germans have become part of a ready-made state, the Federal Republic of Germany. While sharing a common past with peoples of Central and Eastern Europe, their current circumstances and life chances reflect their status as citizens of an established democracy and a market economy. Whereas most research about East Germans involves comparisons with West Germans, this paper makes comparisons between East Germans and ten countries of Central and Eastern Europe, drawing upon data from the 1993 CSPP-Wissenschaftszentrum Berlin survey of East and West Germans, and the New Democracies Barometer. This broad universe for comparison concludes that while differences can be found between East and West Germans, they are small compared to those between Germans East and West and the great majority of peoples elsewhere in Central and Eastern Europe.
