Description: Belarus and Ukraine share many of the health problems of Russia; analysis of conditions there can help test the generality of findings from research on poor health in Russia. This paper draws on data about smoking and self-assessed health collected in nationwide sample surveys in Belarus and Ukraine, reported solely in tabular form in Studies in Public Policy Number 337. The analysis here emphasizes the importance of both age and gender for changing patterns of smoking within each country, with younger women beginning to catch up with men in frequency of smoking. Inequalities in health are also influenced by psychosocial factors such as involvement in networks of social capital and a sense of the ability to control one's own life.
