The paper examines the involvement of international election observation missions in Russia over the past two decades. It looks at the legal and normative bases of international election monitoring with a particular focus on the missions of the Organization for Security and Co-operation in Europe (OSCE). This is the context for reviewing the philosophical, political and internal conflicts that led to the crisis over election monitor access in the 2007 State Duma election. The extent to which election monitoring adds to the legitimacy of the electoral process in the eyes of Russian voters is investigated with survey data.
