Description: While Baltic nationals in Estonia, Latvia and Lithuania did not identify with the Soviet Union, after 1945 there was a large influx of Russian nationals to the area, especially Estonia and Latvia. When ethnic relations in the USSR became tense in summer, 1991, the Committee on Migration of Population of the Ministry of Labour commissioned VCIOM to undertake a survey of Russians living in non-Russian republics of the USSR, including the Baltic states. This paper presents the full results of a survey of 1,012 Russians then living in Estonia, Latvia and Lithuania, who were questioned about their position there, relations with Baltic peoples, and the strength or weakness of their ties with the Russian republic. The results of parallel surveys in other republics of the USSR are reported in Studies in Public Policy Number 283. Subsequent New Baltic Barometer surveys with Baltic peoples and Russians remaining there are reported in SPP 222, 251 and 284.
