Description: The mechanics of the Russian system for electing a president and a parliament (Duma) are set out in this paper, which details everything from how parties and candidates can get on the ballot to how votes are counted and winners declared. It describes the evolution of Russian electoral law since the establishment of the Russian Federation. Tables based on official Russian sources give full lists of parties, votes and seats for Duma elections through 2007 and for presidential elections from Boris Yeltsin’s victory in the Russian Republic in 1991 to Dmitry Medevedev’s election in 2008.
