Description: Democratization depends not only on mass attitudes but also requires support by elites. This paper examines elite attitudes in comparison with mass attitudes in Russia and Ukraine, drawing upon mass surveys in Russia and the Ukraine undertaken in 1992, and interviews in both countries with members of the national parliaments and leading officials in major government ministries. The paper first examines the salience, measurement and meaning of democracy: it includes concerns with freedom, the rule of law, and responsibility; negative comments are relatively few. It finds more support for democratic principles and procedures than for market reform, especially among the mass publics.
