Author: Carolyn Logan and Robert Mattes

Description: While Diamond and Morlino (2005) restrict the use of opinion data to measure one of the three dimensions of the Quality of Democracy framework, responsiveness, we investigate the degree to which public evaluations can be deployed to also measure the procedural and substantive dimensions. Afrobarometer data shows that ordinary Africans provide meaningful evaluations of the overall supply of the quality of democracy and distinguish between various dimensions of democratic performance in ways that largely match the Diamond and Morlino framework.
