The European Union agreed in October to start formal discussion on the admission of the Republic of Croatia. Standard EU criteria for membership, known as the Copenhagen criteria, are a country's respect for democracy and the rule of law and a functioning market economy. Public opinion evidence from the New Europe Barometer shows that Croatia meets these standards. But there remains a major obstacle: the EU expects Croatia to deliver Croats accused of war crimes for trial in the Hague. Two-thirds of Croats disapprove of doing so.
