This paper reports a major sample survey of economic behaviour and political attitudes of East and West Germans in the light of re-unification. It sets out five hypotheses--history matters, Sovietization matters, social structure divides, the impact of a ready-made state matters, and costs and benefits differ. The hypotheses make contrasting predictions about whether East and West Germans should be much the same or different in outlooks--and also whether East Germans should be more like West Germans or like East Europeans who have also lived four decades under Communist institutions. The analysis rejects two hypotheses: German history matters and Sovietization matters. Some support is given to each of the three other hypotheses. The Appendix gives full questions and answers for each survey question, along with a Difference Index. measuring similarities and differences between East and West Germans.
