The future of devolution can be seen from two perspectives, the neo-unionist and the plurinational. Detailed proposals for change should be appraised for the coherence within these perspectives. Changes need to take into account the changing nature of the state and the requirements for public policy in the present era. The most difficult and important areas are social security and fiscal policy. Devolution can be constitutionally entrenched. Stronger forms of devolution have implications for the role of Scotland within the UK and for the centre, which have so far been ignored.
