A clear idea of what is and is not significant is necessary before a good questionnaire can be written, and this is especially true in turbulent conditions such as the transformation of post-Communist societies. This SPP paper sets out the logic of examining mass behaviour through surveys as against official statistics; the logic of multiple economies combined into a portfolio; meaningful forms of enterprise and of coping with economic disruption; popular expectations of government economic policy and of regime change; and similarities and differences between and within post-Communist societies. The analytic concepts introduced in the paper are illustrated with data from Bulgaria and Czechoslovakia, reported in full in SPP 198 and SPP 199.
