Second Jobs not Easy to Find
When employment and payment of wages are uncertain, every worker has an incentive to seek a second job in the cash-in-hand economy. But work in the shadow economy is hard to find; even though the supply of people willing to take work on the side is large, effective demand (that is, the ability of people to pay workers cash in hand) is limited. It is also variable. The highest prportion of people working in the seond economy is in the Volga region; the lowest is in the North-west and the Central Black Earth.
