  appear high in the Far East, but  people are less likely to feel their
  job is secure, and less likely to have received their wages in full. 
  They are also more likely to have the state as their employer, and to regard
  their current life situation as unbearable.   Population is migrating
  out from the region at a very high rate, reflecting a relatively low level
  of expectation that life will improve in the region, and a level of life
  expectancy slightly below the low all-Russian average.
